Michigan law (MCL 257.252a) governs abandoned vehicles countywide: a vehicle left on public property 48 hours or more can be declared abandoned and removed. Ann Arbor also bars storing inoperative or unregistered vehicles.
The Michigan Vehicle Code, MCL 257.252a, applies across Washtenaw County. A vehicle that has remained on public property for 48 hours or more may be taken into custody as abandoned; a police agency affixes a written notice, and the Secretary of State sends notice to the last titled owner, who then has a limited window to redeem the vehicle or request a hearing before it is sold. On private property, Ann Arbor Code Sec. 5:166(2) prohibits obstructing a required off-street or bicycle parking space by storing objects, structures or vehicles that are inoperative, unregistered or for sale.
Abandoned vehicles are towed and stored at the owner's expense and may be sold if unclaimed. Ann Arbor storage violations are civil infractions under Chapter 59.
