Rules on installing EV chargers and parking at charging stations are set by your city building/zoning code, not Dakota County. State law also protects EV-charging access in certain rental and common-interest housing.
Dakota County does not regulate residential or commercial EV-charger installation; permits and zoning come from your city under Minn. Stat. Ch. 462 and the state building/electrical codes. Minnesota law limits landlord and common-interest-community restrictions on tenant EV-charging installations. Parking enforcement at public charging stalls (idling or non-EV parking) is set by the property owner or your city's ordinance. The county provides EV charging at some of its own facilities and parks under Ordinance 107 parking rules. Check your city for permit requirements before installing a Level 2 charger.
Blocking or misusing a designated charging stall may be ticketed where a city or owner posts and enforces it. Installation without a required electrical permit violates state code.
