Pima County does not currently mandate EV-ready construction or require EV charging stations in new residential or commercial developments in unincorporated areas. Homeowners installing Level 2 (240V) or DC fast chargers must obtain an electrical permit from Pima County Development Services. A licensed electrical contractor is required for most installations. ARS 33-1818 (enacted 2022) prohibits HOAs from banning or unreasonably restricting the installation of EV charging equipment on a homeowner's designated parking space or in a garage. The HOA may require the owner to pay for installation costs and maintain adequate insurance. Tucson Electric Power (TEP), which serves most unincorporated Pima County, offers time-of-use rate plans favorable for overnight EV charging. Level 1 chargers (standard 120V outlet) generally do not require a permit. The Pima Association of Governments (PAG) has an EV infrastructure plan that identifies priority locations for public charging stations in the Tucson metro area.
