Washington County Chapter 8.16 limits use of a vehicle or RV for overnight lodging on the public right-of-way to 48 hours maximum at any location (or within a 2-mile radius). Recent rules further restrict RV street parking.
County Code Chapter 8.16 prohibits using any vehicle or recreational vehicle for overnight lodging on a public street or right-of-way for more than 48 hours at the same location or within a two-mile radius of that location. This is enforced by the Washington County Sheriff's Office in unincorporated areas; non-emergency dispatch is 503-629-0111. A vehicle also may not be parked on a public street without current license plates, registration, or tags. In 2024 the Board strengthened rules limiting the time RVs may remain on county streets in response to encampment concerns. Hillsboro, Beaverton, and Tigard each operate their own overnight/RV-on-street rules with similar 24 to 72-hour limits. There is no countywide resident overnight parking permit program.
Violation of 48-hour lodging limit: sheriff tag, citation, towing after notice. Unregistered vehicle: citation and tow. Towing at owner expense (typically $200 to $400 plus storage).
