DC has no citywide overnight parking ban, but Residential Parking Permit (RPP) zones limit non-residents to 2 hours on weekdays 7 AM-8:30 PM. Out-of-state vehicles garaged in DC for 30-plus days must register under DC Code section 50-1501.03(a-1). Commercial vehicles face added overnight restrictions in residential zones.
DC does not impose a blanket overnight street parking prohibition. Instead, the District uses the Residential Permit Parking (RPP) program created by DC Code 50-2531 and DCMR 18-2411 to restrict weekday daytime parking on most residential streets. In RPP zones, only vehicles with a matching Ward-based sticker (Zone 1-8) can park longer than two hours between 7 AM and 8:30 PM weekdays. Overnight parking (8:30 PM - 7 AM) is generally unrestricted in RPP zones, even for non-residents. However, some denser neighborhoods (Georgetown, Dupont) have Enhanced RPP programs that extend restrictions into evening hours on select blocks. Out-of-state residents storing or regularly using a vehicle in DC for 30 or more days must register it with the DC DMV under DC Code 50-1501.03(a-1) and obtain ROSA (Registration of Out-of-State Automobile) compliance or a reciprocity permit; violations carry a $100 ticket and booting risk. Commercial vehicles over 8,100 pounds may not park overnight on residential streets per DCMR 18-2408. Snow emergency routes have separate overnight towing rules.
RPP zone violation: $50 ticket. ROSA out-of-state parking: $100 ticket, boot risk. Commercial vehicle overnight in residential zone: $75 ticket. Snow emergency route violation: $250 plus towing ($100+).
