Unincorporated Sierra County has no blanket overnight on-street parking ban, but Sierra County Code 11.28.010 makes it a misdemeanor to sleep in a vehicle or trailer on public property within an unincorporated townsite between 10:00 p.m. and 6:00 a.m. Winter snow-removal rules also clear roads overnight.
Sierra County does not impose a general countywide overnight parking prohibition on every street. Instead, Sierra County Code 11.28.010 (Vehicle Regulations) provides that it is unlawful and punishable as a misdemeanor for any person to sleep in any vehicle or trailer on public property or on a public way within any unincorporated townsite between the hours of 10:00 p.m. and 6:00 a.m. (Ord. 430, eff. 9/19/74). This effectively bars overnight car or RV camping on public streets and lots in communities like Downieville, Sierra City, Sierraville, and Loyalton's surrounding unincorporated areas. During winter, the County's Winter Parking Guidelines prohibit leaving any vehicle on county roads, rights-of-way, or shoulders overnight when snow removal is underway, citing SCC 11.12.050 and CVC 22510, because plows need the full road width and shoulders for snow storage. Specific community lots also carry time limits (for example, the Sierra City public lot at SR-49 and Butte Road is limited to one 12-hour period under SCC 11.12.035).
Sleeping overnight in a vehicle or trailer on public property in a townsite is a misdemeanor under SCC 11.28.010. Vehicles left on roads during snow removal can be towed at the owner's expense (SCC 11.12.050; CVC 22651(L)). Civil parking penalties are $25 under SCC 11.12.110.
