El Dorado County Code Title 10 (Vehicles and Traffic) and Title 130 (Zoning) regulate where RVs, boats, and trailers can be parked on residential parcels in unincorporated areas. RV use as temporary housing is allowed on parcels of 1 acre or larger zoned for residential use under a Temporary Recreational Vehicle Permit (Title 130) - up to two years per permit, one permit per lot. Within an established RV park or campground, the maximum length of stay is 30 days. On residential parcels, RVs and boats may be stored on the owner's property subject to zoning setbacks; within many El Dorado Hills, Cameron Park, and Tahoe-area HOAs, separate CC&Rs further restrict RV/boat storage. Street parking is governed by Title 10 and California Vehicle Code Section 22651.
Two layers of regulation apply to RV and boat parking in unincorporated El Dorado County. (1) On private property: Title 130 (Zoning) governs how recreational vehicles, travel trailers, and boats can be stored on a residential lot. RVs and trailers may be stored on a residential parcel as a personal-use vehicle subject to zoning setbacks and screening; commercial RV storage is a separate use that requires a use permit. Living in an RV as a primary residence is generally not allowed on developed residential parcels, but the County's Temporary Recreational Vehicle (TRV) Permit (administered by the Planning Division) allows an RV to be used as a temporary dwelling on parcels of 1 acre or larger zoned for residential use - for housing the property owner during construction, caretaker housing for an elderly or disabled homeowner, or in-home care of a family member. Only one TRV permit is allowed per lot, and permits are valid for up to two years. Within an established RV park or campground (a permitted commercial use), Title 130 caps the maximum length of stay at 30 days. (2) On public roads: Title 10 (Vehicles and Traffic) and California Vehicle Code govern street parking. Most county roads in residential areas do not prohibit RV street parking outright, but Vehicle Code Section 22651 and county chapters authorize towing for vehicles parked over 72 hours in one location. In the Tahoe Basin, the County adopted updated winter no-parking restrictions on county-owned public roads, highways, and rights-of-way from Strawberry east to Tahoma and Meyers, in effect November 1 to May 1 annually, to permit snow removal. HOAs in El Dorado Hills, Cameron Park, and Tahoe-area communities commonly impose CC&R restrictions on RV/boat storage and street parking that are enforced separately under California Civil Code Section 4000+.
RVs parked or stored in violation of Title 130 setback or use limits can be cited by Code Enforcement and required to be removed. Use of an RV as a residence without a TRV permit can lead to citations and abatement under Title 130 Chapter 130.41 (enforcement). Street parking violations are cited under Title 10 and California Vehicle Code Section 22651 - including the 72-hour limit and Tahoe Basin winter no-parking rules from November 1 to May 1. HOA CC&R violations are enforced civilly by the association under California Civil Code Section 4000+ (Davis-Stirling Act).
