The Pennsylvania Vehicle Code (75 Pa.C.S.) authorizes local authorities to regulate standing and parking on streets they control, so metered zones, residential permit parking, snow-emergency routes, and time limits are set by each borough, township, or city ordinance. Upper Darby, Media, Chester, and Radnor each run their own parking programs. The county itself regulates parking only on county-owned property such as its parks, where no owner may park a vehicle outside a designated space or leave a vehicle on park property after sunset. For the street in front of your home, the controlling rules are your municipality's, enforced by local police or parking enforcement.
Municipal parking tickets are issued by local police or parking enforcement and paid to the municipality; fine amounts are set by each local ordinance. In county parks, violations are enforced by the County Park Police under Ordinance No. 2023-2.
