Specifically, chain-link fences in single-family residential areas β up to 4 feet in the front yard and 6 feet in the rear and side yards β are exempt from permits. Solid privacy fences, decorative metal fences, and other non-chain-link fences may have different requirements depending on height and zoning district. Fences exceeding zoning height limits require a zoning variance. The Philadelphia Zoning Code sets maximum heights: typically 3.5-4 feet in front yards and 6 feet in side and rear yards for residential districts. Corner lots have additional restrictions for sight triangles. Pool barrier fences must meet building code safety requirements. In historic districts (Fairmount, Society Hill, Rittenhouse, etc.), the Philadelphia Historical Commission reviews exterior changes including fences. Retaining walls that serve as fences may require separate structural permits.
Fences exceeding height limits or installed without required permits face L&I enforcement. Unauthorized fences in historic districts may need to be removed or modified. Sight-line violations at intersections are safety issues requiring immediate correction.
