Philadelphia's Department of Licenses and Inspections (L&I) requires permits for most renovation work under Section A-301.1 of the Philadelphia Building Code. Permit-exempt work includes painting, wallpapering, tiling, carpeting, replacing kitchen cabinets (without moving plumbing or electrical), replacing faucets and fixtures in kind, and similar cosmetic repairs. Work requiring permits includes any structural modification, electrical work (new circuits, panel upgrades, rewiring), plumbing work (adding or relocating fixtures), mechanical/HVAC work, window and door replacement when changing opening size, kitchen and bathroom remodels involving utility changes, and roofing. Philadelphia offers an EZ Permit system for smaller projects β these are permits that don't require architectural plans and are processed more quickly. Eligible EZ permit projects include residential decks under 216 sq ft, small interior renovations, and certain replacement work. Larger renovation projects require full permits with plans prepared by a registered architect or licensed professional engineer. All work must comply with the Philadelphia Building Construction and Occupancy Code. In historic districts, the Historical Commission must review exterior alterations.
Performing work without required permits violates Section A-301.1. L&I can issue stop-work orders, require retroactive permits with additional fees, and issue fines. Repeat violations carry escalating penalties. Unpermitted work can complicate property sales and insurance claims.
