Most interior and exterior renovation work in Los Angeles requires a LADBS building permit. Simple projects may qualify for Express Permits through PermitLA. Work exempt from permits includes cosmetic work (painting, flooring, cabinets). Electrical, plumbing, and mechanical work always require separate trade permits.
LADBS regulates renovation permits through the LA Building Code. Work requiring permits includes: removing or adding walls (especially load-bearing), window or door replacement changing size or location, electrical rewiring or new circuits, plumbing rerouting, HVAC installation or replacement, roof replacement, and seismic retrofitting. Work exempt from permits includes: interior painting and wallpaper, flooring replacement (same type), kitchen cabinet replacement (no plumbing/electrical changes), and minor cosmetic repairs. Express Permits are available for qualifying simple projects through the PermitLA web app, bypassing plan review for faster processing. Non-express projects require plan check through LADBS with a licensed architect or engineer for structural work. Permit fees are calculated based on construction valuation using the LADBS fee calculator. A licensed contractor is required for work valued over $500 (California Business and Professions Code). Historic properties in HPOZ districts may require additional Cultural Affairs Department review.
Performing work without required permits is a violation of LAMC Section 91.106.1. LADBS fines start at $311 per violation and can reach $50,000 for repeat offenses. Unpermitted work discovered during property sale may require retroactive permitting or removal, delaying escrow.
