NYC requires DOB building permits for most renovation work in Brooklyn. Plans must be filed by a licensed architect or engineer through DOB NOW. Alteration Type 1 (major changes), Type 2 (multiple work types), and Type 3 (minor changes) have different filing requirements. NYC has one of the most complex permitting systems in the nation.
The NYC Department of Buildings requires permits for nearly all renovation work in Brooklyn that goes beyond cosmetic changes. The DOB categorizes renovations into three Alteration types: Alteration Type 1 (ALT1) for major changes affecting means of egress, use/occupancy, or multiple building systems; Alteration Type 2 (ALT2) for projects involving multiple work types (e.g., structural + plumbing + electrical); and Alteration Type 3 (ALT3) for minor work involving one work type. All alterations require plans filed by a New York State registered architect or licensed professional engineer through the DOB NOW online system. Work that requires permits includes structural modifications, electrical work, plumbing changes, HVAC installation, new window/door openings, kitchen and bathroom renovations involving plumbing or gas, roof replacement, and fire safety system modifications. Cosmetic work β painting, flooring, non-structural cabinet replacement β does not require permits. Brooklyn's large stock of brownstones, rowhouses, and pre-war buildings means renovation work often triggers additional requirements: asbestos surveys (ACP-5), lead paint compliance, and energy code compliance (Local Law 97). Licensed contractors, electricians, and plumbers are required for their respective trades. Properties in NYC Landmarks historic districts need LPC approval before DOB permits for exterior work.
Work without permit: ECB fines $10,000β$25,000. Stop-work orders for active unpermitted work. Illegal conversions: $10,000+ per unit. DOB can seal buildings for unsafe conditions.
