In unincorporated Charleston County, a garage sale of second-hand goods used on the premises is allowed as an accessory use but may be conducted only once per calendar year from the same lot under the ZLDR.
Charleston County's Zoning and Land Development Regulations (ZLDR) Sec. 6.6.2 treats garage sales and auctions of second-hand merchandise as a temporary accessory use. Such sales may be conducted only once in a calendar year from the same zoning lot. Other temporary sales of new merchandise (for example in a parking lot) are separate: those require a zoning permit, cannot exceed ten consecutive days, and no more than four such permits may be issued per lot per calendar year. Seasonal sales like Christmas trees are also capped at 60 days per year. These ZLDR rules govern unincorporated land; incorporated towns and the City of Charleston set their own garage-sale rules.
Zoning violations are enforced by Charleston County Zoning & Planning code enforcement; unpermitted or excessive sales can draw a notice of violation and civil penalties under the ZLDR.
