Palm Coast, FL Property Maintenance: Garage Sale Rules (2026)

Palm Coast garage-sale regulations are in Code Chapter 16 (Businesses, Business Regulations), Article V (Garage Sales), as adopted by Ordinance No. 2012-9. The defining limits are: (1) Frequency — no more than two (2) garage, yard, moving, or estate sales per calendar year at the same location; (2) Duration — no more than two (2) consecutive days per sale; (3) Hours — sales may only be conducted between 8:00 a.m. and 4:00 p.m.; (4) Multi-family — up to four (4) families may participate in a single sale; (5) Permit — a permit is required (issued at no charge by Code Enforcement) to allow the city to track frequency; the originally proposed $5 fee was rejected by the City Council in 2012; (6) Signs — all off-site / off-premise signs are strictly prohibited (homeowners may post signs only on the property where the sale is being held). Sale of personal household property under the two-sales-per-year limit is not subject to a local business tax receipt. Sign placement is separately governed by Unified Land Development Code Chapter 12 (Signs and Advertising), which prohibits all non-governmental signs in any public right-of-way, swale, median, or public property, and bans attaching signs to street lamp posts, traffic signs, fire hydrants, trees, shrubs, fences, or utility poles. Off-premise signs may be removed immediately by Palm Coast Code Enforcement, Public Works, or the Flagler County Sheriff's Office. Violations of the frequency, hours, or sign rules are processed through Palm Coast Code Enforcement (386-986-3764) and adjudicated by the Special Magistrate under Chapter 17 and FS Chapter 162. The Special Magistrate may impose fines of up to $250 per day for a first violation and up to $500 per day for a repeat violation under FS 162.09. Holding a third sale in a calendar year, running past 4:00 p.m., or posting off-site signs are common triggers for citation.
