Palm Coast, FL Noise Ordinances: Quiet Hours (2026)

Palm Coast's noise regulations are codified in Chapter 35 ('Nuisances, Offenses and Miscellaneous Provisions'), Article II ('Nuisances'), Division 2 ('Noise'). The cornerstone is Sec. 35-51 ('Loud and raucous noise prohibited - General'), which makes it 'unlawful for any person to willfully make, continue, or cause to be made or continued, any loud and raucous noise.' 'Loud and raucous noise' is defined as 'any sound which, because of its volume level, duration and nature, annoys, disturbs, injures, or endangers the comfort, health, peace or safety of reasonable persons of ordinary sensibilities within the City.' The definition is location-anchored: the standard applies to noise heard upon public streets, public parks, schools/public buildings while in use, churches or medical facilities while in use, parking lots open to the public, or in any occupied residential unit which is not the source of the noise - measured from a location not less than 50 feet from the source. The City's official 'Top Code Violations' brochure lists the most common Sec. 35-51 violations as: (1) sounding of any horn or whistle; (2) use of any amplifier, television or musical instrument so as to cause loud and raucous noise; (3) any animal which causes a long, continuous loud and raucous noise; (4) construction noise between the hours of 6:00 p.m. and 7:00 a.m. Sec. 35-54 ('Exempted noises') exempts certain sources, including air conditioners functioning with manufacturer's standard mufflers and noise-reducing equipment in proper operating condition. Because Palm Coast contracts its general law-enforcement function to the Flagler County Sheriff's Office (FCSO), in-progress noise complaints go to FCSO non-emergency dispatch; ongoing/pattern complaints route to the City's Code Enforcement Division.
