Palm Coast, FL Noise Ordinances: Construction Hours (2026)

Although Sec. 35-51's general 'loud and raucous noise' standard is qualitative, the City of Palm Coast Code Enforcement Division has published a numeric construction-hours window in its 'Top Code Violations' brochure: 'Construction noise between the hours of 6:00 PM and 7:00 AM' is one of the four enumerated Sec. 35-51 violations. In practice this means: construction work that generates audible loud or raucous noise (hammering, framing nailers, jackhammers, concrete cutting, heavy-equipment operation, generators) is permitted only from 7:00 a.m. to 6:00 p.m. and can be cited as a Chapter 35 violation when performed outside that window. The rule applies to residential and commercial sites within the City; no separate weekend window is published, so the 6 p.m.-7 a.m. limit applies seven days a week unless a site-specific permit condition or development-order condition modifies it. Construction projects must also hold a valid Palm Coast Building Permit (Land Development Code and Florida Building Code), and Planned Unit Development (PUD)/site-plan approvals may impose project-specific construction-hour conditions that are stricter than the citywide rule. Reports of early-morning or late-evening construction noise go to Flagler County Sheriff's Office non-emergency (386-437-4116) for in-progress complaints or to Palm Coast Code Enforcement (386-986-3764) for ongoing-pattern complaints. The Code Enforcement Division 'proactively patrols all neighborhoods' per the City's brochure.
