The City of Omaha enforces the International Property Maintenance Code (IPMC) through Municipal Code Chapter 48, which addresses exterior structure maintenance, weathertight conditions, door and window integrity, sanitation, infestation, and accessory-structure condition. Common blight violations include peeling or weathered exterior paint (§304.2), broken or missing windows (§304.13), accumulation of trash or debris, unregistered or junked vehicles (Chapter 20), overgrown vegetation over 12 inches (§18-8), and deteriorated roofing. Notice of violation provides 10 to 30 days to comply depending on the condition. Vacant and abandoned structures may be placed in the Vacant and Abandoned Building Registration program under Omaha Municipal Code §48-181 (created 2015), requiring annual fees escalating based on years vacant. Nebraska's Substandard Real Property Abatement Act (LB 562, 2021 amendments) at NRS §18-1720 gives cities authority to demolish dangerous structures and lien costs. Unincorporated Douglas County enforces blight through the Zoning Resolution and the county Planning Department.
