Volusia County does not have a snow removal ordinance. Slip-and-fall liability for wet sidewalks, algae-covered concrete (common near Halifax River bridges), or hurricane debris falls under general Florida premises liability (FL §768). During occasional freezes, frost-damaged palmetto and ornamental vegetation must be cleared from walkways. Frozen bridges on I-95 and I-4 near DeLand see rare black ice events; homeowners are not responsible for public roadway ice.
