Unincorporated Riverside County requires residential trash, recycling, and green-waste carts to be stored out of public view except on collection day. Carts may be placed curbside no earlier than 5 p.m. the evening before pickup and must be removed by 10 p.m. on collection day, per Ordinance 773 and the franchised hauler's service agreement.
Riverside County contracts with franchised haulers (Burrtec, Waste Management, CR&R, and others depending on zone) under Ordinance 773 for mandatory residential solid waste service. Every occupied residence must subscribe unless an exemption is granted for extreme rural parcels with permitted on-site disposal. Carts must be stored behind a fence, in a garage, on the side of the house, or otherwise screened from street view outside the collection window. On collection day carts should be placed within three feet of the curb with at least three feet of clearance from mailboxes, vehicles, and other carts so automated sideloaders can service them. Overfilled carts (lids cannot close) may be refused, and contaminated recycling or organics carts are subject to tagging and future surcharges under SB 1383. Code Enforcement issues warning notices first; continued violations become administrative citations of 100 dollars, 200 dollars, and 500 dollars under Ordinance 725 general nuisance provisions. HOA rules that require stricter screening are enforceable separately.
