The city has adopted the International Property Maintenance Code with local amendments. Solid waste containers must be screened from the public right-of-way, have secure lids to prevent animal access and spillage, and be kept clean. Storage behind the front building line of the principal structure or within an enclosed garage/shed satisfies the screening requirement. Open piles of trash, overflowing carts, and accumulation of refuse attracting rodents or insects are declared public nuisances.
First notice: written warning with 7-day compliance deadline. Second notice: $100 fine. Continuing violations: $250 per day. Nuisance conditions may be abated by city with costs assessed to property tax bill.
