Under the Codified Ordinances and ORC 723.011 authority, property owners (and tenants for rental properties) are responsible for snow and ice removal from sidewalks abutting their property. The city does not systematically enforce but responds to complaints, especially along school walking routes, downtown, and commercial corridors. Ice must be treated with salt or grit. Piling snow into the street, onto fire hydrants, or onto neighboring property is prohibited. The city plows streets on a priority route system and does not remove snow deposited at driveway ends by plows.
