A front yard is the area between the house wall nearest the street and the street. Cart lids must stay closed at all times except during loading or collection (8.08.040). These placement and storage rules are enforced through the solid waste code and neighborhood property-maintenance program.
Carts left out past midnight, or stored in the front yard between pickups, are a municipal infraction: $100 first offense, $200 second, $500 after, each day a separate offense (Sec. 8.08.140).
