Fayetteville residents must take rollout carts back in the day they are serviced. Carts cannot be stored in front of a dwelling or in front of the building closest to the street. Repeat failures bring warnings, then civil penalties.
Under Fayetteville Code Chapter 22 (Solid Waste), each unit uses city-issued 96-gallon green/brown carts for household waste and a blue cart for recycling. Carts go to the curb no earlier than the day before pickup and must be removed the day they are serviced. They may not be left visible in front of the home. Establishments with only a front door on a sidewalk may not leave receptacles out overnight or over the weekend (Sec. 22-22). Cumberland County has no separate residential cart-storage rule; service and storage standards are set by each municipality.
First and second violations: written warning, no penalty. Third and subsequent violations: citation and civil penalty per the Solid Waste Fee Schedule; each day is a separate offense.
