Under Hayward Municipal Code property maintenance and solid waste provisions, residents must store solid waste, recycling, and organics carts in a location that is not visible from the public street except on collection day. Acceptable storage includes inside a garage, behind a fence or gate, on a side yard behind a screening wall, or in a rear yard. Carts may be placed at the curb no earlier than the evening before collection and must be returned to the storage location by the end of the collection day. Carts kept at the curb on non-collection days are a code violation and can generate courtesy notices followed by administrative citations. Carts must be maintained in good condition, with lids that close fully to prevent odors and animal intrusion. Damaged carts should be reported to Waste Management for free replacement. Abandoned or extra non-franchise bins are prohibited.
