Owners of vacant or foreclosed properties have additional registration and maintenance obligations. Enforcement starts with a courtesy notice, followed by a notice of violation with a compliance deadline, and may escalate to administrative citations, abatement at the owner's expense, recordation of liens, and in severe cases misdemeanor charges. Owners are responsible for tenant-caused violations.
