Berkeley Municipal Code Chapter 14.48 (Community Preservation Ordinance) and Chapter 23.24 define and prohibit property blight. Prohibited conditions include accumulation of trash, junk, or inoperable vehicles visible from the street; overgrown weeds and vegetation; broken windows, doors, or roofs; peeling paint on principal facades; and unabated graffiti. Code Enforcement officers respond to complaints, issue notices to abate, and can pursue administrative citations, fines, and summary abatement (city performs the work and liens the property) for non-compliance. Fines escalate with repeat violations. Graffiti removal is the owner's responsibility, typically within a short window after notice. Complaints can be filed online or by calling (510) 981-5450.
