In Pasco residential zones, solid waste containers must be stored to the rear of the front-yard setback line, not in the front yard. Carts may go to the curb only during a 24-hour collection window, from 7:00 p.m. the day before pickup until 6:59 p.m. on collection day.
Pasco regulates where garbage and recycling carts may be kept under Chapter 8.05 of the Pasco Municipal Code (Solid Waste Disposal). PMC 8.05.090 (Container placement requirements - Residential districts) requires that storage containers be placed only to the rear of the front-yard setback line of any lot in a residential zoning district. In other words, carts should not be stored in the front yard or at the curb between collection days. Containers may be placed at the curb collection site only during a 24-hour period that begins at 7:00 p.m. the day before collection and ends at 6:59 p.m. on collection day, by the city's contracted solid waste collector (Basin Disposal). PMC 8.05.200 (Points of collection) specifies that residential solid waste is placed at the street curb or in an alley as designated by the city or collector; contractor-furnished automated carts go at the edge of the street curb, at the edge of the roadway shoulder on non-curb streets, or at the edge of the alley for alley pickup. Leaving carts out beyond the allowed window, or storing them in front-yard areas, can be a code violation. The city's Code Division also treats trash-covered properties and improperly stored containers as nuisance conditions under Title 9. Residents with questions about cart placement should contact the city or Basin Disposal.
Storing containers in the front yard or leaving them at the curb outside the 7:00 p.m.-prior to 6:59 p.m.-collection-day window violates PMC 8.05.090. Persistent violations may be handled as a nuisance by the Code Division and ultimately abated at the owner's cost.
