ROH Section 42-1.4 governs preparation and placement of refuse and recyclables for city collection. Containers must be between 10 and 35 gallons, weigh no more than 25 pounds empty and 75 pounds when filled, and have tight-fitting lids. Where the city provides automated carts, residents must use those carts exclusively. Carts and cans are to be placed at the curb no earlier than the evening before collection and removed from the curb the same day pickup occurs. Bulky items have separate scheduling rules administered by the Department of Environmental Services.
Overfilled, oversized, or improperly placed containers may be left uncollected and can result in written notices, civil fines, and refusal of service until the property owner corrects the issue.
