South Bend issues city trash toters that must be set out by 6 a.m. on collection day and stored properly between pickups. Bins left at the curb, overfilled, or misused draw return-trip and contamination fees under Municipal Code Sec. 16-6.
The Division of Solid Waste provides each home a 48- or 96-gallon toter, and how you store and present it is regulated. On collection day the bin goes to the curb by 6 a.m., within two feet of the curb, lid closed and opening toward the street, and at least three feet from other bins and objects. Between pickups, toters should be stored off the front curb and out of public view, consistent with the City's property-maintenance and nuisance standards. All trash must be bagged inside the bin with the lid closed; bags set beside or on top of the toter are not collected. A $10 return-trip fee and $10 contamination fee apply under the Sec. 16-6 rate schedule.
Overfilled bins with open lids, or bags left outside the toter, are left uncollected. A $10 return-trip fee applies for a second pass, a $10 contamination fee for misuse, and a $50 fee to replace a lost or damaged toter.
