The City of Tustin regulates the storage and curb placement of trash and recycling containers through the Tustin City Code, enforced by Code Enforcement. According to the City's published FAQ on trash can regulations, 'All trash containers, both residential and commercial, must be shielded from view within a building or area enclosed by a wall not less than 6 feet in height.' This screening requirement means carts should be kept in a garage, side yard, or behind a wall or fence rather than left visible in front yards or driveways between collection days. For set-out timing, the City states that 'Trash containers may be placed curbside or in the gutter, not earlier than 24 hours before collection and must be removed within 24 hours after collection.' The City's franchised hauler, CR&R Incorporated, separately instructs residents to have carts at the curb by no later than 7 a.m. on collection day and to remove them within 24 hours after service. CR&R also asks that carts be placed side-by-side about 1 foot apart, at least 3 feet from any obstruction, with handles and wheels facing away from the street. Leaving containers visible outside the permitted window can draw a code enforcement notice or administrative citation. These rules are city-specific and stricter than the bare minimum set out in CR&R's collection instructions.
Storing trash containers in public view (not screened within a building or behind a wall at least 6 feet high), placing them at the curb more than 24 hours before collection, or failing to remove them within 24 hours after collection are violations of the Tustin City Code and may result in a code enforcement notice or administrative citation.
