There is no set 'grass height' inches limit countywide; general tall grass is addressed as a fire-fuel/nuisance issue rather than a fixed height. Cities set their own turf-height rules.
After contact and a management notice, the county may undertake enforcement under CRS 35-5.5-108.5 and 109, which can include county abatement and cost recovery (also backed by CRS 30-15-401 for weed/brush removal liens).
