The county cannot set a grass-height limit, but cities do. League City bans weeds over 12 inches; Texas nuisance law also treats tall weeds near homes as abatable in unincorporated county areas.
Texas counties have no zoning power, so Galveston County sets no fixed grass-height rule. Cities do: in League City, Sec. 54-33(b) makes it unlawful to allow weeds over 12 inches on a lot or the adjoining unpaved right-of-way. Statewide, Texas Health & Safety Code Chapter 343 lets the county abate weeds grown within 300 feet of another residence or commercial establishment in unincorporated neighborhoods. Rules differ by city, so check Galveston, Texas City, or Friendswood codes if your property lies inside a municipality.
League City can mow overgrown lots or rights-of-way and bill the owner; unabated weeds may become a lien. County abatement recovers cleanup costs.
