California Medical Waste Management Act bans household sharps in regular trash; Orange County provides free mail-back kits and drop-off sites for needles, lancets, and EpiPens.
Under California Health and Safety Code §117904, residents may not place used hypodermic needles, syringes, or lancets in household garbage or recycling. Orange County participates with CalRecycle and the OC Waste & Recycling division to distribute free FDA-cleared mail-back containers and host take-back events. Permanent drop-off kiosks are available at participating pharmacies, hospitals, and the OC Landfill household hazardous waste collection centers in Anaheim, Huntington Beach, Irvine, and San Juan Capistrano. Improperly discarded sharps endanger sanitation workers and beachgoers; OC Public Works also operates beach sharps cleanup near the Santa Ana River mouth.
Disposing of sharps in regular trash violates state law and may result in fines under CA HSC §117960; commercial generators face higher penalties from the medical waste enforcement program.
