California Health and Safety Code 17920.10 classifies lead hazards in residential buildings as substandard conditions subject to code enforcement action. A lead hazard exists when deteriorated lead-based paint, lead-contaminated dust, or lead-contaminated soil is present at or above California Code of Regulations Chapter 8 thresholds. For interior spaces, the trigger is deteriorated lead paint covering two or more square feet in any single room, or 10 percent of any small surface component such as window sills, baseboards, or trim. Smaller areas may qualify as hazards if associated with an occupant having a blood lead level at or above the action threshold. California requires sellers and landlords of pre-1978 properties to provide EPA lead paint disclosure pamphlets. The Irvine Building and Safety Division enforces habitability standards and may order lead hazard abatement for rental properties. Licensed lead abatement contractors must follow Cal/OSHA requirements for containment, worker protection, and waste disposal. Most Irvine housing was built after 1978, but the earliest neighborhoods including El Camino Real, University Park, and Woodbridge contain homes from the 1960s and 1970s that may have lead paint.
