Irvine, CA Building Safety: Scaffold & Sidewalk Shed (2026)

California Labor Code 7150 makes it a misdemeanor for any employer to knowingly or negligently furnish unsafe scaffolding for workers performing construction, alteration, repair, painting, or cleaning of buildings. Cal/OSHA Title 8 Construction Safety Orders (Sections 1637-1670) establish detailed technical requirements for scaffold design, construction, and use. Scaffolds must be designed to support at least four times the maximum intended load. Guardrails are required on all open sides and ends of scaffold platforms more than seven and one-half feet above ground. Scaffold planking must be scaffold-grade lumber or equivalent and extend at least six inches beyond support points. Workers on scaffolds above 15 feet must use personal fall protection. All scaffold erection and dismantling must be supervised by a competent person as defined by Cal/OSHA. The Irvine Building and Safety Division may require scaffold plans as part of building permit review for projects involving facade work on commercial buildings. DOSH inspectors may conduct unannounced site visits to verify scaffold compliance. With ongoing construction in Irvine Great Park neighborhoods, the Irvine Business Complex, and infill development sites, scaffold safety is a regular enforcement focus. California Labor Code 7157 authorizes the Division to make and enforce supplementary safety orders as needed.
