On June 18, 2025, Phoenix City Council adopted the 2024 Phoenix Building Construction Code (PBCC), effective August 1, 2025, based on the 2021 International Building Code. Scaffolding erected on or over public sidewalks and rights-of-way requires a permit from the Planning and Development Department (PDD). Sidewalk protection is required when construction scaffolding is adjacent to public walkways on taller buildings. All scaffolding must comply with OSHA 29 CFR 1926 Subpart L standards. Supported scaffolds must have firm foundations, full planking, and guardrails at 42 inches. Due to Phoenix's extreme heat, OSHA heat illness prevention standards (water, rest, shade) apply to all scaffold workers. The PDD reviews construction site safety plans including scaffold placement, pedestrian detours, and traffic control measures. Fire Department access must be maintained around scaffold installations.
