San Francisco follows Cal/OSHA scaffold safety regulations (Title 8 CCR) and SFBC requirements for scaffolding on construction projects. Sidewalk sheds are required when scaffolding is erected over public walkways. Permits are required for all scaffolding on public right-of-way.
Scaffolding in San Francisco must comply with Cal/OSHA Title 8, California Code of Regulations, Subchapter 4 (Construction Safety Orders), Article 21-29 covering scaffold erection, use, and dismantling. The San Francisco Building Code requires permits for scaffolding erected on public sidewalks or rights-of-way. Sidewalk sheds (overhead protective structures) are required when scaffolding or construction work occurs above public walkways, per SFBC Section 3306 (Pedestrian Protection). Sidewalk sheds must be maintained, lighted, and kept clean for the duration of construction. DPW issues permits for scaffolding occupying public right-of-way, with fees based on the duration and area occupied. Cal/OSHA requires that scaffolds be designed by a qualified person, inspected before each work shift, and capable of supporting at least 4 times the maximum intended load. Guardrails, midrails, and toeboards are required on all scaffold platforms 7.5 feet or more above the ground. Workers must receive scaffold safety training before being allowed to work on scaffolds.
Cal/OSHA penalties range from $7,000 for general violations to $25,000 for serious violations and up to $70,000 for willful or repeat violations. City permit violations may result in stop-work orders and daily fines.
