Bedrooms must provide bathroom access without passing through other bedrooms, must not serve as the only exit from other habitable rooms, and must have two exits including an exterior window with a maximum 44-inch sill height for fire egress. Kitchen minimums range from 50 sq ft (1-2 occupants) to larger for more occupants.
Tenants may report habitability violations to Loudoun County Zoning Enforcement at 703-777-0103. Under the VRLTA, tenants may provide written notice to landlords of noncompliance. If not remedied within 21 days (or 30 days for non-emergency conditions), tenants may pursue remedies including rent escrow through General District Court. The Building Official may condemn uninhabitable structures.
