California Civil Code section 1941.1 establishes minimum habitability standards for rental dwellings including: effective waterproofing, working plumbing connected to both hot and cold water, heating facilities, electrical lighting with wiring maintained in good order, clean common areas free from accumulation of debris and vermin, adequate trash receptacles, floors and stairways maintained in good repair, and functioning locks and window latches. Carbon monoxide and smoke detectors must be installed and maintained (less than 10 years old per city inspection standards). Sonora's building code under Title 15.10 provides additional enforcement.
