El Paso County code enforcement responds to complaints about uninhabitable conditions, but does not conduct proactive rental inspections. Landlords renting to Housing Choice Voucher (Section 8) tenants through Colorado Springs Housing Authority undergo HQS inspections.
Habitability failures (C.R.S. §38-12-503): tenant remedies include rent withholding after proper notice, lease termination, and damages. Missing smoke/CO detectors: Class 3 misdemeanor plus civil liability. No registration penalties since program does not exist.
