Registration is required by September 1 each year and whenever ownership or managing agent changes. One- and two-family homes must register only if neither owner nor immediate family occupies the property.
File online via HPD Property Registration Online System (PROS). Fee is 13 dollars per building annually. Failure to register bars the owner from suing for rent or serving predicate notices, and triggers civil penalties of 250-500 dollars. Short-term rentals under 30 days also require separate registration with OSE under Local Law 18.
