Rockland County Code Chapter 315 (Rental Housing Unit Registry) administered by the Rockland County Department of Health requires every landlord of a rental dwelling unit in the county to register that unit, obtain a Rental Certificate of Compliance, and renew annually. Applies to all rental units regardless of municipality. Registration includes owner contact, unit address, number of bedrooms, and sworn affidavit. Units must pass a habitability inspection addressing smoke/CO alarms, egress, heat, electrical, and overcrowding per NYS Property Maintenance Code and NYS Multiple Residence Law Β§305-a. This program was enacted partly in response to illegal subdivision concerns in Ramapo. Fees typically $75-$150 per unit depending on structure type. Failure to register or allow inspection is a violation carrying fines and possible rent-receivership.
Unregistered unit: fines up to $1,000 per violation plus $250/day continuing. Health Department can issue vacate orders for uninhabitable units.
