Landlords still owe the statewide habitability duties of RCW 59.18.060 — weatherproofing, working plumbing and heat, and functioning smoke and carbon monoxide alarms — whether or not any local program exists.
No registration penalty exists because no registry is required. Property maintenance violations draw a correction notice; unresolved habitability failures can bring city abatement, fines, and tenant remedies under RCW 59.18.
