The Housing Authority of the Birmingham District (HABD) administers Housing Choice Vouchers citywide. Voucher acceptance is voluntary for private landlords because Alabama lacks source-of-income protections.
HABD manages roughly 5,000 HCV vouchers serving Birmingham residents under federal HUD program rules. Tenants approved for a voucher must find a participating landlord whose unit passes HABD's HUD-mandated Housing Quality Standards inspection and whose rent falls within payment-standard limits. Landlords execute a HAP contract directly with HABD for the subsidy portion; tenants pay roughly 30% of adjusted income. Birmingham has no local mandate forcing landlords to accept vouchers, so participation depends on landlord preference. HABD also operates public-housing complexes separately from HCV.
Landlords who accept vouchers must abide by HAP-contract terms, including HQS repair obligations. Failure can lead to HABD termination of the contract and repayment of overpaid subsidies.
