Spokane Housing Authority administers Section 8 Housing Choice Vouchers, and under RCW 59.18.255 landlords cannot refuse a qualified voucher holder solely because the tenant uses HCV subsidy.
The Spokane Housing Authority (SHA) administers federal Housing Choice Vouchers (Section 8) for low-income households. Landlords renting to voucher holders enter a HAP contract with SHA, which pays a portion of the rent monthly. Per RCW 59.18.255, refusing voucher holders is unlawful source-of-income discrimination. Units must pass Housing Quality Standards (HQS) inspection. Rent must fall within HUD-determined fair market rent or be reasonably comparable. Landlords retain the right to screen for credit, criminal history (within fair-housing limits), and rental history.
Refusing to consider Section 8 voucher applicants, or telling them 'we don't take Section 8,' violates RCW 59.18.255 and exposes landlords to civil penalties and damages.
