Cincinnati does not require a host to be physically present during a short-term rental stay, but every registered STR must designate a local responsible operator who can respond to complaints around the clock.
Under Cincinnati Municipal Code Chapter 763 and the Land Development Code Chapter 1400, every short-term rental must register annually and identify a local contact person with authority to act on the host's behalf. Whole-home rentals are permitted in most residential zones if registered. The designated operator must respond to noise, trash, parking, and life-safety complaints within a stated response window, and contact information must be provided to neighbors and the city. Ohio has not enacted statewide preemption of municipal STR rules, so Cincinnati retains authority to set local operator and contact requirements.
Operating a short-term rental without a registered local contact, or failing to respond to complaints within the required response window, can trigger fines, registration suspension, and loss of STR privileges.
