Because the manager substitutes for host presence, an absentee or out-of-area owner is acceptable so long as the local 24-hour manager requirement is continuously satisfied. These rules govern the unincorporated county only.
Operating without an available, locally based, licensed 24-hour property manager violates Sections 10-6.6105(F) and 10-6.6109(B)(3) and is grounds for permit revocation. Failing to update the County with current management contact information also breaches the permit conditions and can trigger enforcement under Section 10-6.6110.
