Rather than mandate on-site host presence, the 2026 ordinance requires every unincorporated-area STR to name a 24-hour local contact able to respond promptly to problems such as noise, parking or safety. The operator also posts the license visibly inside the dwelling and mails notice to adjoining neighbors before the first rental of each calendar year. Because owner-occupancy is not required, an off-site owner may operate a whole-home rental provided the local-contact requirement is met. County bed-and-breakfasts, by contrast, are operator-occupied by definition.
Failing to maintain a reachable 24-hour contact is a licensing violation subject to administrative fines or license revocation.
