Unlike California cities such as San Francisco and Santa Monica, Arizona prohibits municipalities from limiting annual STR operation days. Tucson can enforce nuisance and health and safety rules but cannot adopt a 90-day or 180-day cap. This makes Arizona one of the most STR-friendly jurisdictions in the country at the statutory level, though Tucson uses registration, insurance, and three-strikes enforcement to manage local impacts. Homeowner associations in Tucson may still impose stricter private limits through CC and Rs.
