Anyone seeking to host transient guests must do so through a permitted hotel or motel in an appropriately zoned location, where occupancy is unrestricted by residential STR night caps and is instead governed by the commercial use's own standards and the 13% Transient Occupancy Tax.
Since the permitted number of STR nights is zero, any sub-30-day residential rental night is a violation โ there is no allowance to exceed. Code Enforcement pursues the prohibited hotel/motel use through administrative citations and nuisance abatement. Repeated rental nights strengthen the case for nuisance treatment and escalating penalties, but the City does not measure compliance by a night count because none is permitted.
